I have seen flying this flag around Janakpur, area which is inhabited by Mithila people. Total number of population is around two million and they live on both sides of the India-Nepal border. Their position is one of the lowest in traditional Hindu society. The flag could be one of the parties representing Mithila people. It has three equal vertical strips red-white-red with wheel in dark blue in the center point of the white strip. The wheel is almost the same as on Indias national flag.
